The minutes were a true and accurate record of

Arising from the Minutes.
Item 120/11�� The
map used to demonstrate the now agreed boundaries did not show all the land due
to be sold to Ms J Ellis. Following a brief discussion it was decided to
transfer the information to a larger map and get this one signed in order to
forward to the solicitor to proceed with the sale.
Item 121/11�� 2 keys now
needed with chains attached for the new notice boards at Oxwich Cross and
Horton.���� GR
Item 121/11�� Pot holes
on the Penny Hitch � the holes have been filled by the CCS, but keep
reappearing. This is mainly due to the spring water and also the recent inclement
weather.� One is now very dangerous.� CCS need to be advised that the spring water
needs to be sorted out for the repairs to remain. �This route used by all of Rhossilli, Port
Eynon and Oxwich when other normal routes are flooded.� This is a concern as it may cause problems
for emergency services accessing these areas in Gower and is a vital life
line.� Decided Clerk to ring and speak to

Following
consideration of this application, Council decided that there was no comment to
be made.
132//11������������������������ The Sale of School Grounds at Knelston
Primary School � QEd 2020 Programme.

Letter from the Chair of Governors on behalf of the
Governing Body.
Council had received a letter from the Chair of
Governors with attached plans of the proposed sale of land at Knelston Primary School.
Points raised;
1��������������������� The
area identified to be sold is very boggy, where would the water from additional
water waste be drained
to?
2��������������������� The
area is also a wildlife area that is used for the education purposes of the
school.
3��������������������� The
road is very busy and made worse at school collection times with congestion
caused by additional parked
cars.�� This road becomes a single lane highway and
would be cause for concern with regard to safety.
4��������� ����������� Construction traffic even though on
a short term basis, would be an additional hazard.
5��������������������� The
area outlined to be sold is on a flood plain.
6��������������������� More
houses would affect the amenities of surrounding properties and alter the area.
7��������������������� Due to the ongoing
investigation into cockle deaths, there is an indefinite ban on any discharges
of additional
waste water into the Burry Estuary,
which has put on hold most planning applications in much of Gower and
South Carmarthenshire.
8��������������������� If
it is agreed to sell the land, then it would be presumed that it would be sold
with planning permission and
the area
is an AONB.
9��������������������� It
is assumed that the land has no restrictive covenant, but this is not known.
10�������� Would
be a loss of valuable amenities.
Following the discussion, Council decided that a
letter be sent to the CCS strongly objecting to the sale of this land. Unanimous.

Voice Wales Area Committee meeting � Cllr J Bowen reported:

on the Code of Conduct was being arranged for new Cllrs and is also advised for
existing Cllrs.

Community Council will be holding sessions in their hall which PCC Cllrs could
attend which would
be
cheaper.

133/11������������������������� A Request from the RNLI to donate/sell land
in order to facilitate an extension to the
Horton Boat House.
Cllr
G Roberts declared an interest in this item due to being a member of the
lifeboat crew and withdrew from the meeting.
Cllr
J Bowen took the Chair.
Dr
Hilliard was present at the meeting and advised that he would be happy with a
flat roof on the extension.
133/11������������������������� A Request from the RNLI to donate/sell land
in order to facilitate an extension to the
Horton Boat House cont�.
The
Clerk advised the Council of the accounts of the RNLI and read a summary of the
financial information as published.� As a
charity is quite financially secure, however it is still a charity.
Council
considered the following points:-
a.
It was felt that the Council should not make money from the
institution, but that the Council should decide
whether
the land is available.� The Council
should only be prepared to let the RNLI�
have the land if it is happy with the drawings.
b.
To give the land providing planning permission is obtained
first.
c.
To lease the land to retain the control over future
development.
d.
Any alteration to the plans to be with the approval of the
Council.
e.
The RNLI is a good institution and a very worthwhile
charity.� Penrice Estate gifted the land
to the RNLI originally in order to build the Boat House.
f.
The area is still an AONB.
g.
A restrictive covenant could be placed on the land.
h.
Any solicitors fees to be paid by the RNLI.
i.
Are there any existing covenants on the land?� Cllr T Methuen-Campbell may know this.� Send an e mail to find out.
j.
To answer the questions put by the RNLI;
1.�������� Is
the Community Council prepared in principle to make the land in question
available to accommodate the proposed extension?
2.�������� Is
the Community Council happy with the preliminary drawings and
would your committee support a planning application in principle?
Council
decided to respond with an answer of yes to both questions in principle, but
