Item 164/10  

The notice board had been delivered and had been erected near Oxwich Cross. Has a rural look, which fits in this location.   Thanks to Cllr A Glass for taking delivery of the board and storing it. 

 

Item 164/10 

David Watkins was due to undertake the work to renovate the barrier, this is still to be completed.  Cllr G Roberts will chase.                                                                                                                                                                        GR

Pot hole outside The Sanctuary very dangerous.  Resolved to send another letter.                                                           SC

 

Item 164/10 (sub-item 158/10)

Horton Burrows – Chris Dale had advised that the footpath / bridleway was used by vehicles which degraded the road. Caravan sites are accessed via this road by cars.  There are pot holes which are worsened due to this vehicular use.

Reports have been that the puddles following rain are so large that they are impassable.

Chris Dale will have a look at the path and report back to the Council.

1                      One Voice Wales – Minutes of the February Area Meeting.                                              Noted

 

2                      Planning Review – One Voice Wales were representing the Community Councils in the development of the

Planning Process to allow greater pubic consultation.

 

194/10                                      Correspondence.

 

1                                     Edwina Hart  -           E mail to update on the dredging situation.

Cllr M Barnett reported that there has been beach monitoring undertaken by the Dredging Company and the results are on the Llanelli Sand and Dredging Co website.  The reason given for the erosion of the sand at the hearing was that the dunes were bulldozed during the d day landings.

 

Cllr T Methuen-Campbell concurred that elements of these findings were accurate and added that when the dunes were repaired following the D day landings, sand now blows up the dunes and the grasses prevent the sand returning to the beach.

 

Cllr G Roberts added that huge amounts of sand shift on any tide and it cannot be proved if sand dredging is ultimately responsible for the loss of sand on the beaches or not.  New beaches have been appearing off Oxwich Point.  

 

Reported:  A wind farm had been given the go ahead between Bull point and the Worm which would be visible.

 

Council thanked Cllr M Barnett for his efforts.

 

2                      E Mail from J Ellis  - J Ellis requested permission for cutting the verges owned by the PCC when maintaining the bank etc of Shore Cottage.  Following a brief discussion, Council pointed out that there would have to be a risk assessment undertaken prior to any volunteering services completed.  The Chairman would provide a risk assessment.  Decided to accept volunteering offer of cutting some of the verges.                                                       GR

 

3                       E Mail from J Ellis – Who is responsible for the maintenance of the byway alongside Horton Green, the PCC or the CCS?

The Chairman advised that when the Sea Beach was in residence, they used to maintain the byway.

Following a discussion, Council decided to clarify with the CCS.                                                             SC

 

Council were requested for further removal of sycamores from around Horton Green before they become a bigger problem.

Cllr M Barnett advised that following the meeting with the CCS, the only trees that the officer agreed to remove were the ones situated on the corner of the Green and have now been removed.

 

Council resolved to contact Martin Appleby to arrange another meeting 3rd/4th week in May.  Cllrs G Roberts and M Barnett to attend.                                                                                                                                      SC

 

4                     Letter received from Reynoldston Community Council

Reynoldston Community Council had accessed plans drawn up by Reynoldston Police Station to develop the Police House at Reynoldston.  Following a discussion Council resolved to send a letter to the Police Constable to request a set of the plans for perusal.                                                                                                                               SC

Clllr J Bowen reported that the National Trust have been very pro-active in clearing litter following a call from her to identify a problem area.

196/10                                      Planning.

 

A                      Application no 2009/0607   Land adjacent to Robins Rest, Horton

                        Proposal : Detached dwelling and garage, amended plans

 

Previous comments made on this application were considered.

Council decided to make the comments that this proposed development was too large for the plot.  Council strongly disagreed with this type of development and now having seen more detailed plans, suggest that this should be scaled down to a small cottage that would be more in keeping in the area and the proposed location of the building.  Concern had been raised with the close proximity with the neighbouring property.

 

B                      Application no: 2009/1575  Bank Farm, Horton

                        Proposal:  Replacement building to provide laundry, storage and cellar with first floor self contained apartment

and change of use of existing flat to communal room ancillary to existing clubhouse.

           

Council decided to set up a sub-committee to find more detail on the proposed development.  The Chairman and Cllr M Barnett to contact  B Richards to find more detail on the proposal.                                                                      GR/ MB

                        Caravan Rally 20/7/10 – 10/8/10  35 units

 

Council decided to submit the same comment that as long as the CCS are monitoring the number of caravans in the Gower area and that this number is not detrimental to the AONB.

 

D                      Application no: 2010/0491  Bank Farm, Horton

                        Caravan Rally 28/5/10 – 1/6/10  No of units not specified.  Clerk to advise the CCS                      SC

 

E                      Application no: 2010/0575  Prospect Cottage

                        Single storey side extension

 

No Objection.

197/10                                      Work on the Marsh Road

 

The CCS had sent 2 letters responding to the requests from Council for reflectors on the Marsh Road.  The letters were read to the meeting.

 

Cllr A Glass reported: He had spoken to Bob Fenwick, CCS and Nick Edwards  CCW regarding the problems caused by recent works.  Cllr Glass gave a verbal account of the discussions and the CCW had agreed to drop the water level of the marsh in the summer to try and clean out the culvert under the road to see if this rectifies the problem of flooding on the road. Council would wait to see if this work will solve the problem.

 

Decided:  Clerk to reply to CCS to say that chevrons not necessary , however reflectors and water marker, which should be relatively inexpensive to be put in place.                                                                                     SC

 

198/10                                      Grass Cutting

 

Slade cross bench had been repaired and Cllr J Bowen reported:  that the bench was being used and enjoyed by the public recently.

Clerk to contact L Bennett to see if strimming work can be also undertaken at this location.  Also to see if any grass cutting costs had been incurred as no invoice had been received.                                                                      SC

 

199/10                                      Marquee in the Oxwich Bay Hotel

 

The Marquee has been up all winter.  Has permission been given by the CCS as we have not been advised of this.

200/10                                      Road Verges

 

Cllr A Glass reported:   A villager had queried if earth by a stone wall near the craft shop, opposite the post office, was removed this would widen the road allowing ease of passage of cars etc.

 

Cllr T Methuen-Campbell would meet with Cllr A Glass to have a look at the location.                                TMC / AG

J Ellis - Is it an obligation to consult the Gower Society on matters of Planning, prior to discussing planning applications.

Council members felt that this was not the case.
