07/267:    Apologies for Absence

Apologies were received from Mr. T. Methuen-Campbell.

 

 

07/268:    Declarations of Interest

a)   Mr. B. Richards Declared an Interest in Planning Application 2006/2781.

 

 

b)   Mr. G. Davies had asked for clarification of the situation relating to Declarations of Interest concerning Councillors; The Clerk distributed copies of the Model Code of Conduct for Parish Councils and The Registration and Declaration of Interests from the Clerks Manual.

 

 

07/269:    Minutes of the meeting held on Thursday 7th December 2006

The Minutes were agreed to be a true record.

The Chairman Mr. A. Glass read out the letter of resignation which he had received from the Clerk, Ms. Elizabeth John.

Mrs E. Wakeford asked the Clerk to Minute thanks from the Community Council for her work as Clerk. This was endorsed by the Chairman and agreed by the Community Councillor’s present.

The Clerk to advertise the position on the notice boards.  February 13th will be the current Clerk’s last meeting.                                                                           EJ

 

 

07/270:    Matters Arising

a)    From Minute number 06/266 about some concerns from the public and some Community Councillors regarding over-zealous remarks by County Councillor R. Lewis.

 

The Clerk and Mr. A. Glass explained that Councillor Lewis is a very important member of the Community and should be allowed to express his views at meetings, and that he is able to assist with many issues.  It is also important that he sits with the Community Councillors.

c)    The Clerk reported that cheque number 295 to Horton Village Hall had been returned, as the Hall were not having a children’s Christmas Party.

 

d)     Mr. A. Glass had received the cheque from the City and County of Swansea in aid of the AONB event the amount being £750.00.  The Community Council agreed to include the discussion of disbursement of funds on the agenda in February.  EJ

 It was agreed that the Clerk should write to the Planning Department of the City and County of Swansea to arrange a day-time meeting with Mr. Bryan Graham, Head of Planning Services and Mr. A. Glass – Chairman, Mr. A. Oliver and Mr. G. Evans Community Councillors, to discuss the key questions stated in the letters and hopefully, receive definitive answers.

The Clerk to write to Mr. B. Graham requesting a meeting, and enclosing copies of the letters from Residents.                                                                              EJ

The Clerk to contact N.J. Thomas B.SC. FCA about aerial photographs that verify the number of static caravans currently at Greenways.                                         EJ

 

 

07/275:    Planning

a)  The following New Planning Application was discussed:

 

Mr. Brian Richards left the room during the discussion.

 

Application No:  2006/2781 – Oxwich Bay Hotel, Oxwich, Swansea.

Proposal:            Siting of temporary marquee from April to September inclusive and December, associated overspill car park and retention of lighting and hedge.

 

Penrice Community Council supports this application subject to a reduction in the glare of the lighting.  Suggest white down lighting replaces the orange lighting.  It is generally felt that the lighting is excessive for an area of Outstanding Natural Beauty.

 

b)  Decisions by the Local Planning Authority

Planning Application No:  2005/0355 – West Winds, Oxwich, Swansea.

Proposal:                            Increase in ridge height by 1.4m to provide first floor

accommodation with balcony.

 

The Local Planning Authority resolved to approve this application with conditions.

 

Planning Application No:  2006/1924 – The Manor House, Horton, Swansea.

Proposal:                            Two storey side extension to form separate unit of living accommodation, part two storey part single storey rear extension, side conservatory and detached garage.

 

The Local Planning Authority resolved to refuse this application.

 

Planning Application No:  2006/1597 – Windyridge, Oxwich, Swansea.

Proposal:                            Single storey rear extension.

 

The Planning Authority advised that this application had been withdrawn by the Applicant/Agent.

 

c)  Recommendations made by Area 2 Development Control Committee

 

Planning Application No:  2006/2167 – Penrice Home Farmhouse, Penrice, Swansea.

Proposal:                            Conversion of outbuildings into holiday accommodation.

 

Recommendation:   Refuse.

 

d)  Details of Site visits

Proposal:  As above.

 

Site visit arranged for Tuesday 16th January 2007 at approx., 2.55pm.

 

 

07/276    Community Council Poster

Mr. G. Davies produced two draft posters.  Both were acceptable. Mr. A. Glass suggested putting one of the posters on the notice board to see the response, and use the other poster at a later date.  Some refining work was needed to the posters prior to display. It was agreed to add dates of 2007 meetings  to the posters.

 

 

07/277    Rubbish bins and Signs

The Community Councillors requested that the Clerk write to the City and County of Swansea to request the following:                                                                        EJ

 

a)  Signs

i)  A sign at the bottom of the lane leading to the hall stating ‘Oxwich and Penrice Youth Hall’.

ii)  A finger post at the Crossroads in Oxwich (replacing the current post) advertising :

The Church

Slade

Oxwich Green , Penrice and Oxwich and Penrice Youth Hall.

The post to include brown signs advertising :

The Castle, Coastguard and The Oxwich Bay Hotel.

The sign to be strategically placed for motorists and pedestrians to see it plainly, but placed where the bus cannot knock it over when turning.

 

iii)  A sign on the Marsh Road for Oxwich.

iv)  A sign – Oxwich Green- at the top of the brow of the hill leading to Oxwich Green.                                                                                                                     EJ

 

b)  Rubbish bins

 

Mr. A. Glass reported that he had found a black City and County of Swansea rubbish bin on the beach in Oxwich after a storm.  Mr. Glass has placed the bin next to the blue bin at Oxwich Crossroads.  The Clerk to inform the City and County of Swansea that it is there for collection.                                                                                    EJ

 

 

07/278   Matters Outstanding

a)  Purchase of bulbs – Mr. A. Oliver informed the Community Council that he had enquired about purchasing spring bulbs, but had been advised that it was the wrong time of year, the Community Council agreed to put the matter on hold until the autumn.

 

b)  A member of the public reported that the boardwalk in Horton was in a dangerous state.

 

c) Bench at Oxwich - Mr. G. Evans reported that the position selected for siting the  bench on Oxwich Hill may be the property of Mr. O’Kelly.  Mr. Evans to report on this matter at the next meeting.
